My TEST integration received HTTP 429. Should I retry immediately?

Read X-RateLimit-* and Retry-After. Default allowance is 1,000 requests per UTC calendar day per application + environment, plus a burst limiter. TEST is not unlimited. Do not tight-loop unchanged 400/401/403/404 requests. TEST and LIVE keys share the host and dataset; they do not share daily quota once LIVE is issued.
